Northern Virginia Woman Stabbed to Death at Bus Stop by Illegal Alien With Over 30 Prior Arrests

An illegal alien from Sierra Leone with over thirty arrests was charged with murder this week in the fatal stabbing of a Northern Virginia woman at a bus stop on a busy highway in the Hybla Velley area of Fairfax County just south of Alexandria last Monday evening.

Police say Abdul Jalloh, 32, rode on the same bus as Stephanie Minter, 41, and was seen getting off the bus with her. Soon afterward police were called to the scene where Minter was found with multiple stab wounds to her upper body.

The Department of Homeland Security is calling on Virginia’s Democratic Gov. Abigail Spanberger to ensure local law enforcement cooperates with federal immigration officials by handing over an illegal immigrant with a lengthy criminal record who allegedly killed a woman earlier this week at a Virginia bus stop.

Police in Fairfax County, Virginia, arrested an illegal immigrant from Sierra Leone earlier this week on charges of second-degree murder after he allegedly fatally stabbed a woman, Stephanie Minter, 41, who was found dead at a local bus stop with several wounds to the upper body.

The alleged suspect, Abdul Jalloh, 32, also has a criminal history of more than 30 arrests, according to DHS, including for rape, malicious wounding, assault, identity theft, contributing to the delinquency of a minor, assault and pick-pocketing.

The request from the Trump administration comes after the newly elected Democratic governor of Virginia signed an executive order to end cooperation between federal immigration officials and state and local law enforcement, a move several Democratic Party governors have taken recently amid President Donald Trump’s move to increase deportation operations around the country.

…Jalloh entered the United States illegally in 2012, according to DHS, and immigration officials lodged an immigration detainer against him in 2020, whereupon he was granted a final order of removal by a judge who said he could be removed to any country other than Sierra Leone.

WRC-TV reported on the lax treatment of Abdul Jalloh by the Democrat run justice system in Fairfax County, Virginia (excerpt):

Jalloh is already well-known to police and prosecutors. Court records show the unhoused man had a reputation for violence: An alleged rape in 2018 and then a series of four alleged stabbings. And more recently, before Monday’s alleged murder, two alleged assaults.

But only once was Jalloh convicted and sent to prison. In Feb. 2023, he stabbed a 73-year-old man so forcefully, the blade broke off the knife. He pleaded guilty to malicious wounding and was sentenced to serve two years with five years of time suspended.

Police say the stabbing that killed Minter is the fifth stabbing tied to Jalloh.

…a Spokeswoman for the commonwealth’s attorneys office says many of the cases were difficult to prosecute writing, in part, “Unfortunately, the defendant in this case also had a history of selecting victims with no fixed address. […] In multiple cases, we were unable to move forward with prosecution because victims could not be located or contacted, despite considerable effort from our police department to bring them to court.”

…The Commonwealth’s Attorney’s Office defended their actions and told News4 besides issuing subpoenas, they have no ability or authority to physically find or bring people to court.

The Commonwealth Attorney’s Office says when Jalloh was arrested in 2025, their office asked that his probation be revoked. But at a November hearing, she says the judge did not impose the rest of the sentence and even ended probation.

Man Charged for Hybla Valley Homicide

Mount Vernon Police District— A man has been charged with second-degree murder in the fatal stabbing of a woman in Hybla Valley on February 23.

On February 23, at 7:16 p.m., officers responded to Richmond Highway and Arlington Drive in Hybla Valley for a death investigation. Officers arrived on scene and located Stephanie Minter, 41, of Fredericksburg, in the bus stop shelter with multiple stab wounds to the upper body. Officers began performing life-saving measures until relieved by Fairfax County Fire and Rescue personnel. She was pronounced deceased on scene. Detectives from our Major Crimes Bureau responded to assume the investigation.

Through surveillance footage and interviews, detectives identified Abdul Jalloh, 32, of no fixed address, as the last person seen with Minter. Jalloh was seen exiting the bus with Minter at Richmond Highway and Arlington Drive.

On February 24, at 4:01 p.m., officers responded to the 8600 block of Richmond Highway in Woodlawn for a suspicious person call. An employee recognized Jalloh as the person of interest when he entered a business and immediately contacted police. Officers quickly located Jalloh and connected him to a larceny that occurred earlier in the day in the 8700 block Richmond Highway in Woodlawn. He was arrested and transported to the Fairfax County Adult Detention Center and charged with Petit Larceny, where he was held on no bond.

On February 25, detectives determined Jalloh was responsible for the fatal stabbing of Minter and obtained a warrant charging him with Second-Degree Murder. Jalloh remains held on no bond.

Stephanie Nicole Minter, age 41, passed away on Monday, February 23, 2026, in Alexandria, VA.
She was born on October 22, 1984, in Fredericksburg, VA to Louis Ashton Minter and Cheryl (Sealy) Minter.

Stephanie’s passing is a lost felt throughout an entire family and a whole host of friends. Stephanie can best be described as a happy, jolly individual, filled with love and adoration for her loved ones. A beam of light in dark places.

Stephanie will be sorely and dearly missed, with the world missing out on that beam of light we came to know so well.

Though she has taken new wings, the beauty she brought into this world remains forever in our hearts.

Predeceased by her maternal great grandmother, Ivy Satterwhite Sealy; paternal grandparents: Margaret M. Minter and Basil A. Minter; and her father, Louis Ashton Minter.

Survivors include her grandmother, Mary Louise Smith; mother, Cheryl Sealy Minter; one son, Caden Montague; three brothers: Christopher Shawn Brandon Sealy, Gary Wayne Minter and Louis Ashton Minter, Jr.; numerous nieces and nephews; a special great nephew: Noah Grayson Sealy and a special friend, Clint Montague.

A celebration of Stephanie’s life will be held on Saturday, March 7, 2026, from 4:00 PM – 6:00 PM at Mullins & Thompson Funeral Service, 1621 Emancipation Highway, Fredericksburg, VA 22401.

A pro-police group will request the Justice Department investigate a Virginia prosecutor accused of being unfairly lenient to illegal immigrant suspects, using an oversight law the Biden administration used to scrutinize police departments like one in Kentucky after the Breonna Taylor incident.

The law enforcement “pattern-or-practice” provision, under 34 USC 12601, was previously used to investigate alleged civil rights violations during the Biden era by police departments — including in Louisville after a no-knock warrant was served, leading to a shootout that killed Taylor.

On Wednesday, the Law Enforcement Legal Defense Fund (LELDF) told Fox News Digital it would ask the Trump Justice Department to use the same law in a different respect to investigate progressive Fairfax County Commonwealth’s Attorney Steve Descano in Virginia.

Descano, who received at least $600,000 from a George Soros-funded political action committee during his first election bid in Virginia’s largest jurisdiction in 2019, came under fire recently for the nonprosecution of an illegal immigrant who allegedly murdered someone the day after he was released.
